[update] non explicit packages are not updated.

This is continuation of bug https://bugs.launchpad.net/mos/+bug/1359705 we fixed in 5.0.2. Now we need to do the same for 5.1.1/5.0.3.

When patching from 5.1 to 5.1.1 is run (or from 5.0.x to 5.0.3), OpenStack dependency packages will not be automatically updated. Hence our fixes for dependencies will not be delivered. To fix that we split task into two:
 * MOS team is tasked to provide a list of such packages.
 * Fuel Library team is tasked to adjust puppet manifests to install these packages

Here is the list of packages to be updated:

Spoken with Mike Scherbakov on the topic. He said we are not going to include 5.0.3 into 5.1.1. Instead we will pack 5.0.2 into 5.1.1. This is due to resources limitations. Hence, the bug is invalid for 5.0.3 milestone for both Fuel and MOS

Patching of OpenStack is still an experimental feature, so this bug can't be Critical.
