Focusing already-focused apps does not close indicators

Bug Description
Ubuntu 14.10 r203
1. Select "Bluetooth Settings..." from the Bluetooth indicator menu, or "Cellular Settings..." or "Wi-Fi Settings..." from the Network indicator menu, or "Battery Settings..." from the Battery indicator menu, or "Sound Settings..." from the sound indicator menu, etc.
What should happen: The indicator menu closes and the relevant System Settings screen appears.
What happens: Apparently nothing. The relevant settings screen actually does open, but you can't see it because the indicator menu stays open in front of it.

This only happens when you already have settings focused behind the indicator, there's no focus change (settings → settings) so indicators don't close.
