Indicators do not hide when switching to Settings app if Settings is already open

Bug Description
Steps to reproduce:
- Launch the settings application
- Open the network indicator and click on Network Settings
- Notice how nothing seems to happen.
- Manually hide the indicator and notice how the Settings app has switched to the Network panel
Unity should hide the indicator automatically after switching panel in the Settings app.
Please note that this bug doesn't happen if the application is not currently running, and note that it happens with all the indicators that have a button to switch to Settings.
