persistent right click menu stays on top of every window

Bug Description

To reproduce:
Create an object (a rectangle)
Drag the object, without letting go of the left mouse button
While continuing to move your mouse at a non-zero speed, right click down without letting go of either the left or right mouse button.
50% of the time, two right click menus will appear. If two right click menus don't appear, then go back to beginning and try again.
Let go of the right click button.
Move the mouse over one of the separators in the menu, and let go of the left mouse button.
Alt+tab to another application; the menu will persist.

I am not sure. Differences in this bug:
1. this bug only happens 50% of the time, when two menus appear.
2. the options aren't grayed out. for that to happen, you need a special trick: when two menus come up, let go of the left mouse button over "duplicate". that moves the current undo entry to the very end. I am not sure why the menus become grayed out after this procedure. Undo will un-gray them.
3. minimizing Inkscape doesn't get rid of the menus.
4. minimizing Inkscape still works after three menus are up (but the menus persist on the screen).
5. I can reproduce from a clean document, with only Layers and Undo History dialogs open.

So I better specify: I'm using Inkscape 0.91pre2 x86 on Windows 8.1.

I don't see that much of a difference, but since I can't even try to reproduce this (can't open context menu while dragging a selection without mouse, using built-in touchpad), I'll let others triage and track progress for the two reports.

I can't seem to reproduce the bug in this manner — however, when attempting to, I get several of these:

** (inkscape:27728): WARNING **: Invalid state when picking: STATE_BBOX = 0, STATE_PICK = 0

@Kevin, could you please attach your prefereces.xml file so that we can investigate and confirm your report and Bug #1333577 “Orphan context menu does not disappear” are related or duplicate?

While I can open a context menu in 0.92.4 while dragging (but not reproduce the bug), opening a context menu while dragging fails entirely in 1.1-dev (c990a67, 2020-04-09), Windows 10. Please reopen on http://inkscape.org/report if the problem occurs again.
