Doesn't happen often but ServerShutdown.server_can_shut_down_when_clients_are_blocked fails in CI.

I am able to reproduce (although not easily), investigating.

Actually, I am able to reproduce related failures that seem to be manifestations of the same root cause, i.e., memory errors and races while shutting down the client processes uncleanly. These are fixed by https://code.launchpad.net/~afrantzis/mir/fix-shutdown-with-blocked-clients-test/+merge/225172 . If this bug turns out to be a different issue we will revisit.
