Different keyboard layout on install and boot -> different passwords

Bug Description

If you install Linux Mint 17 via live CD, you can choose to full encrypt your harddrive. Next you need to enter an encryption key that you can enter with the correct (thanks to previous setup steps) keyboard layout.
But if you try to unlock your encrypted drive during the first boot, you will notice that at this stage your keyboard-layout isn't restored yet, so you will get problems with special characters.

Instead the keyboard layout should be homogenous while the system runs and encourage you to use a high variety of charachters in your password phrase.

Actually this happens the other way around.

The password is asked before asking for a keyboard layout, as the steps are Language -> Partitioning -> Time zone -> Keyboard layout -> User details. Thus, the password is configured with the English keyboard layout.

When you boot, the initramfs has already set up the correct keyboard layout before it prompts you for the password.

Juan, thank you! You nailed it, and you saved me from hours of fruitless labour.

This bug is still present in Linux Mint 18.3 64-bit.

In my case it was more difficult than just switching out Z and Y.
