Canned queries not fully supported, recommendations ignored when no scope_id/search_string/department present

Bug Description
The server has just switched to return CannedQuery in the uri and stopped sending us scope_id + search_string + scope_department in the result. This causes recommendations to be ignored by the scope.
We should no longer construct the uri from scope_id + search_string + scope_department and just use canned query.
