Battery charge graph has no X axis labels

Bug Description

Ubuntu Trusty r188

1. Go to System Settings > "Battery".
2. Look at horizontal axis of the charge graph.

What you see: No labels.

What you should see: Labels for the major tick marks, at least every 6 hours, and for "Yesterday" and "Today".

Thanks Matthew, could we have some design details on the label:

* on your wiki example, the most right point is on a plain hour, what should have if it's 11:36?
- should the label be "11:36"?
- should we got to "12" with a the graph stopping at "11:36" and having a x-area empty on 24 minutes?
- other suggestion

* What should we do with the "Yesterday" "Today" labels if they don't fit on the space on their side of the separator? should we wrap on new lines, ellipsize, cut the label, not display it?

* your hours are on 24 hours format, should they respect the locale/am-pm, or always be on 24 hours format?

In the wireframe the current time is 11:12, and the graph therefore extends slightly beyond the "11" tick mark. Include tick marks only for hours that have already passed.

Show them only if they fit entirely.

Respect the 12-hour/24-hour setting, but without any ":00". So for example, "15" or "3 PM".
