Ubuntu never provided a fpc package with real content, it has always been a meta-package.

In your case, please remove fpc first and then install it.

apt-get remove fpc
apt-get install fpc

I have decided that I am going to work around this issue for the Debian/Ubuntu package by declaring a breaks/replaces relationship with the fpc package version provided by the upstream Lazarus project.
