Thank you for taking the time to report this bug and helping to make Ubuntu better. This particular bug has already been reported and is a duplicate of bug 1254262, so it is being marked as such.
Summary of that bug: It seems that you are not using a software package provided by the official Ubuntu repositories. Because of this the Ubuntu project can not support or fix your particular bug. Please report this bug to the provider of the software package. Thanks!
Ubuntu never provided a fpc package with real content, it has always been a meta-package.
In your case, please remove fpc first and then install it.
apt-get remove fpc
apt-get install fpc
