Bug Description

Nova's API allows for terminating paused and suspended instances, so we should allow it in Horizon as well. I've confirmed I can terminate paused and suspended instances using Libvirt/KVM.

    Fixes bug 1139288

    Remove the restriction around terminating paused and suspended
    instances, as Nova's API supports this transition and it works fine
    for Libvirt/KVM.
