I have used ubuntu font with xelatex and the ʹ character is missing

Use cases for this character would be helpful in deciding how important it is to add.

It is mainly used in the Greek numerals (Ι think ... I am not an expert in typography...)

For example:

In my thesis I have used U+0027 in its place which is similar (if I remember correct ).
I believe that it could be a permanent solution but am I not an expert in typography ...

What I wrote is only for the greek ... I am not sure if it has other uses in other languages ...
