Some parts of Evergreen are displayed untranslated (lokale cs-CZ)

In Evevergreen 2.2.2 some whole parts of staff cleint are displaeyd in English even if locale cs-CZ: Czech (Czech Republic) is used. It looks like Czech translation is missing somewhere.

I found this problem in:

I am absolutely sure all arelevant templates had been translated into Czech and saved in Launchpad prior to Evergreen 2.2.2 release (and I am almost sure it was also prior to 2.2.0 version release).

It looks like some of these interfaces do not have any localization efforts applied to them yet. And that's why everything is showing up in English by default.

I can specifically point out that I think the patron registration (3) values are coming from fm_IDL.xml rather than any localization files. And the MARC batch import/export interface (4) is missing the signature localization syntax for tt2 files too.

Pattern Code Wizard and Patron registration can be lozalized in the current Master (so will be in 2.5).

The rest depend on bug 1095280.

There may be some UIs or some single strings that cannot be translated yet, but it would be better to open specific bugs for those.

No attempt has been made to localize the support-scripts, examples (other than the IDL), or extras.

These may have to be handled differently from the templates. I don't know if some module used by these scripts already uses the Perl gettext module or not. They may have to be handled on a script by script basis.

Despite some improvements the problem still remains (in 2.11.1, cs_CZ).

- Patron acount - most of inteface shows translated but untranslated part remians:
"User settings", values "Primary identification" values, "Home library" (even if it has been translated in Server admin > Organizational Units setting), widget for patron barcode change

- Most parts of acquisition interface are shown untranslated. However, some pieces of translations have pushed through like: "submit" button or list of search fields in Acquisitions search, links for listing between the Purchase orders or Selection lists pages, button for saving invoice ...

- Alternate serial control interface remains untranslated, however Caption pattern wizard (mentioned above) has been already displayed translated

- Locale administration and server administration interfaces are untraslated almost completely, (however, some interfaces - like statistical category editor or copy location editor are translated)

I have checked all intefraces showed above in more locale versions (cs-CZ, fr-Ca, fi-Fi)
In 2.12 (version 0master.53150bb) - status remains unchanged.

Some problems described above have been solved already (like the patron account interface, pattern code wizard, serial control view.

I have created bug for the untranslated legacy interface (bug 1819232)
The remaining problem have been described in various separated bugs.
