Unfortuntely, boot option acpi_backlight=vendor doesn't help either.

Adding the following line in the "Screen" section of xorg.conf solved the problem :
Option "RegistryDwords" "EnableBrightnessControl=1"

mlchen, as per http://www.dell.com/support/troubleshooting/us/en/19/Product/latitude-e6430 an update is available for your BIOS (A12). If you update to this, does it change anything?

If not, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

This latest BIOS (A12) fixes the problem. Can change the brightness as expected.
