Xenserver cannot boot vm_mode=xen type images

Bug Description
It seems XenServer is not capable to launch vm_mode=xen type images:
Set the metadata on an image:
nova image-meta 5e396b38-
And try to launch that
nova boot --image cirros --flavor m1.tiny somevmname
See the results in the scheduler log:
