Bug Description
Ensure the tox run which gates merges into quantum's master branch, as well as run_tests.sh, execute plugin-specific unit tests as well.
This can be easily achieve by moving tests into the main 'test' directory.
Note:
Openvswitch is already covered by bug 1029142
Metaplugin is already covered by bug 1037284
Unit tests for Cisco plugin are failing on our dev environment, and also require mysql as db backend; hence I am not sure they are suitable yet to be executed in the jenkins unit test gate. Will probably follow up with a different bug report.

Allow tox to run plugin specific unit tests
Fixes bug 1041316
This patch covers linuxbridge, nec, nicira, and ryu plugins.
