Have tox execute OVS unit tests

This will allow Jenkins to run the ovs unit tests on reviews.

This should apply to the linuxbridge plugin unit tests as well, and probably to all plugins in the quantum repo. IMHO, anything not covered by the Jenkins gate testing should be in some sort of "contrib" area.

Consider just moving these tests to the quantum/tests/unit directory. The quantum/plugins/<plugin>/tests directories would then be reserved for tests that require special setup, mess with the host network config, etc..

Bob, I definitely agree that all such tests should be moved over. I asked Aaron to file this bug specifically for the work for the OVS plugin, as my guess is that it would be best to have the plugin maintainers move their tests over (since they understand the tests the best and are best to decide what tests may need to be reworked to remove any external dependencies).
