[GLES] [USE_MODERN_COMPIZ_GL] Unity shell (Launcher and Panel) are missing if framebuffer_object is disabled

Bug Description
In the new GLES code, the opengl plugin has a new option "framebuffer_
However with unityshell loaded, it is no longer optional. Disabling framebuffer_object makes the Unity shell (launcher / panel) invisible.
