Stephen, there is no package called 'software' but one called gnome-software which is provided by default in all GNOME based distributions and one called ubuntu-software which is a transitional package in later Ubuntu releases.
The default software store in Ubuntu 20.04 is actually a snap called snap-store which should appear in program menus as 'Software'. I think that is what you are probably using in which this case this bug report needs to be moved to the 'snap-store-desktop' project.
I've seen this problem myself when using a non-default theme in Xubuntu. Are you using a non-default theme in Ubuntu? If so, does the problem go away when using the default Yaru theme?
