I've explained it in more detail in <https://bugzilla.gnome.org/show_bug.cgi?id=643322#c9>, but in short: Back and Forward buttons would make the "All Settings" button more obviously a Home button (and would be more useful as cross-references between panels increase). And showing the panel title under the "System Settings" title would make it more obvious where "All Settings" goes to.
I did not realize this was an Ubuntu customization.
In August 2008 I considered and rejected the design Ubuntu is using now <https:/ /live.gnome. org/SystemSetti ngs?action= AttachFile& do=view& target= sketches- p1.jpg> ("current category is swamped by surrounding stuff"), and I worked out a design that would not have the same problems.
