Bug Description

Functionality of top left close, minimise and maximise/restore indicators is confused.

See section 3.4 and 3.5 of https://docs.google.com/a/canonical.com/document/d/18HTXKcJqEtVED87WFdGhuK4eX2kGO4fUkqU-SEdidFU/edit?hl=en_GB&authkey=CLTXnN4K

Desired solution:
- When the Dash in windowed:
--- 'Close' window decoration closes the Dash
--- 'Minimise' window decoration is inactive (does nothing)
--- 'Maximise' window decoration makes the Dash full screen

- When the Dash in full screen:
--- 'Close' window decoration closes the Dash
--- 'Minimise' window decoration is inactive (does nothing)
--- 'Restore' window decoration returns the Dash to windowed state
