Dash minimize & maximize buttons don't work as expected

Bug Description
Clicking the minimize window button should hide the window. Clicking maximize should make the window full screen; clicking that same button again should restore the window's previous size.
The current Unity dash ignores this longstanding UI paradigm. Minimize and maximize are a toggle between maximize and restore. Clicking the minimize button when the dash is in the smaller form does nothing and clicking the maximize button when the dash is full screen does nothing.
Unity needs to get rid of either the close or minimize button (since they should effectively do the same thing which is to hide the dash until it's needed) and use the maximize button to either maximize or restore to a smaller size. In other words, only 2 buttons.
Alternatively, the minimize and close buttons can do the same thing (hide the dash) but it is a bit of UI clutter to have that duplication.
