Why don't we just have a 9th button in the Dash (not in-line with the other 8, or to the lower-right for example) that links to, say, a Settings dash/lens/place (that's not visible from the Launcher like other Places)?
You could have a properties/settings section and a system section, and maybe even a system overview section (with stuff like OS, version, kernel, RAM, CPU... - even usage)...
Or you could just have the button open GNOME System Settings.
