While I agree with the bulk of your argument, enb, the queuing can be avoided by using the "merge" functionality. However, this doesn't work with notify-send. I've just filed a bug report at https://bugs.launchpad.net/ubuntu/+source/notify-osd/+bug/434913 about it.
