More people should be able to trigger autopkgtests

Bug Description

There are multiple recent hires at Canonical who are doing +1 maintenance and then request people to retry autopkgtest tests for them. (This ends up using people's time which would be better spent elsewhere.) Additionally, given the flakiness of tests or test infrastructure it would be helpful to have more people who can retry autopkgtests.

Can we also consider a solution to allow the security team to retrigger autopkgtests against security-britney? Currently anyone on the team can upload the the associated PPAs and hence trigger an initial run, but only core-dev's can retrigger after that. This would be really helpful. Thanks.

There is now an autopkgtest-requestors team which individuals or teams may ask to be invited to join.
