This is not really a bug report or a request, but more like a question or a discussion topic.

Should all Ubuntu Developers be able to trigger autopkgtests?

Technically this is *almost* the case already, as upload rights for a single package allow to trigger autopkgtests for any package by using the package for which the user has upload rights as a trigger. So limiting Ubuntu Developers to trigger only packages for which they have upload rights isn't really a security measure (and this is the very thing that led me to file this bug report). I can see it works well as a "mind what you are doing" measure, but I think care and consideration can generally be assumed from Ubuntu Developers.

Not being able to trigger arbitrary autopkgtest runs is one the main things I miss from not being Core Dev; I know I would have been more effective in helping with migrations if I were.
