I can't add much to this apart from a small amount of personal experience.
A couple of weeks ago, I installed lubuntu 17.04 onto my Samsung NC10. It behaved perfectly.
After 17.10 came out, I selected to upgrade and this problem occurred, exactly as described above.
I am new to Linux, but curious, so I tried all combinations of Xubuntu and Lubuntu from 16.04, 17.04 and 17.10 on clean install and upgrade.
Whatever combo I tried, 17.10 had the same issue and anything else was fine.
