I suggest don't remove the System Settings button from the session menu unless you're going to replace, for instance the "Mail" icon on the Dash homepage with a System Settings launcher, as hiding the Settings somewhere in Applications isn't solving this issue either.
Users who learn how to log off their computer (which should be everyone) won't be able to miss seeing the System Settings button anyway in its current location.
