OK There are two issues here, one with memcached and one with APC. They are not causing the issue with the report export, but we should get them fixed.

There are instructions for the various versions of Ubuntu. To check which version of Ubuntu you have installed, you can do this:
   lsb_release -a

The APC problem is with the file:
  /etc/php5/apache2/conf.d/apc.ini
there seems to be a typo there. If you don't see the problem, please attach it and we can figure it out together.

Once these two issues are fixed, we can continue working on fixing the SDMX-HD export issue.
