The collection links become visible when you hover your mouse over the Collections link in the navigation bar. However, it is impossible to hover in this fashion when using a touch screen interface like the iPad. On these devices, there is no way to see or reveal the two collection links. (Tested on iPad).
To fix this:
Make "Collections" an active link that will reveal the two collection links via jQuery. Alternatively, make the two collection links always visible, instead of only visible when hovering over collections.
