Thanks for the bug report, unfortunately this has become quite convoluted and I've identified at least 3 different strands of discussion in here that are not related.

Some stuff, like "runuser" in a cron job is clearly never going to work, but I don't know how the other two instances - sessions without session busses and issues with VNC connections are affected.

I'd advise filing clear succinct reproducible issues for those cases, but I don't think there's much that can be done with this bug anymore.
