I had this problem on Arch Linux, and it was solved I think after upgrading from kernel 5.0 to 5.1. Also was not a problem on the previous LTS kernel: 4.19.
Scrolling was not totally absent, it was I think 120 clicks of the scroll wheel would cause one scroll event. So if you scrolled a *lot* you would see one scroll event every 120 clicks of the wheel.
I'm still having an issue though where if I scroll fast, not as many scroll events are produced as would be expected, meaning I have to intentionally scroll slowly if I want to scroll a long distance.
