I had the same issue than you using lxde with openbox in hardy on a Pentium II: the Num Lock worked but the led did not work correctly.
I solved this issue in my system by just adding the following line at the end of the /etc/init.d/rc.local file:
numlockx on
It seems that numlockx firstly says that there is not Xorg present, but after this, when gdm and lxde starts, the led and numlock become on.
