I see similar 'out of sync' behavior on two Kubuntu Hardy machines, both updated from Gutsy. After a boot:
* the numlock LED is off
* the numpad is active
Pressing the numlock-button on the keyboard switches both: LED on, numpad inactive...
I only have access to one of the machines at the moment, so the next remarks may not be generally true, but I think they are:
* numlockx isn't installed
* after installing numlockx, the LED and numpad can be put in sync by executing 'numlock off'
