I can cofirm that the issues with high CPU usage in a lot of programs, and primarily Xorg, is solved with Ubuntu 14.04. However, it still occurs in Ubuntu 13.10 and prior, though does not occur in Ubuntu 12.04. Furthermore, other than simply having a lot of my programs now using much lower CPU usage, the desktop is more more responsive.
