Bug Description
I have a clean install of 1.0.3 with php and the mysql extension.
Materials can be uploaded to the library and selected when creating layouts, but browsing to the library from the main interface shows an empty list.

Hi
If you click the "Filter" link at the top of the library page, you'll see the word "all" incorrectly defaults if you add items to a region using the library link previously.
Clearing the word all solves this temporarily.
There is already a bug targeted for 1.0.4 for this issue. I'm marking this as a duplicate.
