I can also confirm this bug.

For me this was true with xfdesktop 4.10.*.

Nowadays with 4.12.2 or 4.12.3 the problem occurs most of the time also in the "after reboot computer and first time login"-case, while the other two cases mentioned by Jan Do are still not affected.
