In attempting to reproduce this bug in both Xubuntu 9.04 and Xubuntu Lucid Lynx, I am able to select sticky keys from Applications -> Settings -> Accessibility. Unfortunately, it fails to work. Looking at the .desktop file in /usr/share/applications/ for Accessibility, the exec file should be xfce4-accessibility-settings. This package does not exist in a default installation, since the package does not exist in Xubuntu. This means it is not really possible to set the sticky keys option correctly.
