Yes, I confirm Applications > Settings > Xfce4 Power Manger > Extended > "Lock screen when going for suspend/hibernate" is activated. Suspending from the Action Buttons still does not lock the screen. Suspending from the Xfce Power Manager applet still does lock the screen.
