Installing Ubuntu 10.10 desktop i386 with Wubi 197 from Windows XP set the locale wrong.
I am sure this was already reported, but I could not find a relevant bug.
I am located in Slovenia, have set Slovenian keyboard layout and Slovenian timezone (CET) ans 24 hour time format in Windows.
Bu after insatalling Ubuntu, in Ubuntu I have US keyboard layout, some US time zone and 12 hour format in the Clock panel applet.
Especially the time zone is a problem, since Ubuntu saves the (what it thinks is) local time to the hardware clock and ruining the correct time there.
