I had what is perhaps a silly thought about this. Since I haven't been able to really do a full Wubi install recently I'm just working from memory but I think Wubi performs a "post-install" process and I wonder if it wouldn't be possible for the Wubi devs to have the packages "grub", "grub-pc", and "grub-common" locked during that post-install procedure?
Admittedly I'm not a Wubi fan because I live in a rural area where power outages are common and raise havoc with the Wubi FS, but I honestly wonder if Wubi installs shouldn't default to only security updates?

Why update grub at all in Wubi?
