I was breaking my head on this, but found a workaround.

Problem: try to install Ubuntu Karmic inside Windows 7 using wubi.exe, as supplied on Live CD 32-bit.

Result: about half-way through, installation aborts with message that permission is denied, error 13, see the log. And I got the same sort of log as did DustWolf.

Workaround: in Win 7,
1. Download a full, fresh copy of the Ubuntu Karmic ISO. Put that in a temporary directory.
2. Copy the contents of the Ubuntu Karmic Live CD (the one burned from the ISO) into there. So, now you have the ISO used to make the CD, and the contents of the CD, all in that one directory.
3. Right-click on the ISO. Tell Windows 7 to unblock that file, in spite of it being from another computer (I don't have the exact English names, 'cuz I'm working in Spanish Window and Ubuntu).

Notes:
I did not have this problem with Xubuntu Karmic. That installed inside Win 7 right off the Live CD. No need for the ISO; no need to unblock anything in Windows.
All these attempts were done as an Administrator.
