I'm getting this as well.
Running wubi.exe on Windows XP SP3, I get alert
  Windows - No Disk Exception
  Processing Message c00000013 Parameters 75b6bf7c 75b6bf7c 75b6bf7c
This happened whether I ran Wubi rev. 129 or the wubi-r117-debug.exe that Evan Dandrea provides above..

If I click [Continue], I get about 10 more of these alerts. Then the Ubuntu install window appears as if everything is fine! I ran Process Monitor and it showed no errors, even if I monitored Processes beginning with "py". That is really weird. Nothing relevant in the wubi-9.04-rev129.log, I'll upload it.

I have an A: floppy drive, a regular NTFS C: partition, a mostly empty NTFS D: partition, an E: CD-ROM drive with nothing inserted, and a USB SanDisk SD card reader as G: with nothing inserted. I had iTunes and Norton 360 v3 running.

Upon restart with no iTunes but Norton 360 running, Wubi ran fine the first time! It had a timeout "Cannot download the metalink and therefore the ISO" (ubuntu servers are very busy, congratulations!). When I re-ran wubi, the exception alert reappeared, and then again during the uninstall of old wubi, and a third time before the Ubuntu install window. Each time I have to click [Continue] about 10 times.

The random explanations in http://forums.techguy.org/business-applications/561879-windows-no-disk-exception-processing.html mention a variety of programs causing this alert, including Norton 360.

http://www.consumingexperience.com/2007/11/windows-no-disk-exception-processing.html has useful suggestions. It sounds like some set of program interactions with Windows drive letters makes Windows pop up this alert at a very low level.
