wubi.exe does not setup X keyboard layout

Bug Description
I did a test installation of Hardy Heron daily from April 14th using wubi.exe with language='German'
host OS = Windows Vista 64 bit
Ubuntu = 8.04 as of April 14th, 64 bit
almost everything went fine, but wubi (or the Ubuntu installer?) failed to setup X for the german keyboard layout in /etc/X11/xorg.conf; while this can be easily changed in the running system, it can be fatal if the keyboard layout affects the password characters (no login!)
