Hi,
First of all it works. I had to set the execute permission on the script. "sudo chmod ugo+x /usr/share/initramfs-tools/hooks/ntfs_locale".
You won't see any "Added locale:" messages without the verbose option to update-initramfs: "sudo update-initramfs -u -v"

My locale is de_AT.UTF-8.
I added "rootflags=locale=de_AT.UTF-8" to "#kopt=" line, however update-grub didn't copy this to kernel lines. So I set rootflags manually on kernel line, which works.
