Wubi is the Ubuntu installer and as such controls the installation process, not the final installed system. It sounds to me like your wired connection isn't working in your installed Ubuntu system - if that is the case this should be filed as a bug about the linux package for Ubuntu. You can file this via the command 'ubuntu-bug linux' on your running Ubuntu system.
