What should be possible, is that Wine converts a .lnk to .desktop when a program copies it into any Desktop folder. When a program tries to move the 'lnk' away, the .desktop is converted back to .lnk. If a program tries to rename/delete a .lnk on the desktop, it is done with the .desktop file. When a program queries a list of files in the desktop folder, the .desktop files seem (to the Windows program) to be named .lnk.

Just an idea how to solve this problem.
