Bug Description
When right-clicking on the empty panel on the top of the screen, a menu is shown which allows setting the preferences and displaying the About dialog.
That menu contains two strings which are not translatable:
About
Preferences
See attached screenshot.

I think the inline XML snippet used to setup the context menu and passed to panel_applet_ setup_menu( ) is not picked up by intltool and should be moved to a separate XML file and added to po/POTFILES.in for translation with intltool, we can then use panel_applet_ setup_menu_ from_file( ) directly.
