Thank you for taking the time to report this bug and helping to make Ubuntu better. The screenshot you posted seems to show something that shouldn't be happening - unmaximized windows should not have their controls removed. This may be something entirely different, but first it would be very helpful if you could confirm whether it still happens using the current development release - karmic.
