Yes, clicking on a tool in the tool selection which is already open will close this window, even though it activates the tool. I guess this is because the default behaviour of these buttons is to show/hide the corresponding window when clicking on them.

PS. When finding a new bug report which you are able to reproduce, please mark it confirmed. This is done by clicking on the current status in the yellow row beneath the bug title, then selecting another status from the drop-down.
